An emergency statement concerning a special measures law for the prevention of a new influenza epidemic

On March 19th 2012, we released an emergency statement in relation to a special measures law for the prevention of a new influenza epidemic.
The preventive measures outlined in the law are based on government estimates of the damage and effects that a new influenza epidemic could cause, but these estimates are very excessive, and each measure seems ineffective and unnecessary. In addition they would restrict people's rights, affect life in society and any financial activities, and the required human and financial costs would be huge. Therefore it must be said that the law is inappropriate as a preventive measure against the new influenza.
The 2009 A(H1N1) new influenza epidemic left a host of problems such as a huge surplus of imported vaccines, and chaos at medical institutions. While sufficient examinations and reflections have yet to be carried out, enacting a new law that gives the government the right to simply allow the past problems to spread further must definitely not be permitted.
Therefore, we are strongly opposed to the enactment of a special measures law for the prevention of a new influenza epidemic.
